Reorganize and fix doxygen tags in our modules

This script was not first cd'ing to the JSOC tree on the remote machine (so it was trying to do a make from something like /home/arta.

New jsoc_update.pl and jsoc_sync.pl scripts.  They will now look for a file that lists CVS modules to update from, or just use 'DRMS' or 'JSOC' if no such files exists.
