Disable compilation of shadow-tracker code. Now that we use a trigger to let the db update the shadow table, we dont need to be too concerned about the shadow table becoming un-synched with the series table.

Fix for accidentally missing the Stanford proj-configuration configure script during the recent make/configuration changes (that allow the inclusion of specified project directories into the NetDRMS checkout)

configproj.pl is will be run by configure. It will create the project-specific Rules.mk, make_basic.mk, and target.mk files that used to live in projconf. configsdp.txt has sdp-specific project info and a few other things.
