Fix for accidentally missing the Stanford proj-configuration configure script during the recent make/configuration changes (that allow the inclusion of specified project directories into the NetDRMS checkout)

Remove proj/libs from the list of rules that are added to the localization/Rules.mk file regardless of checkout type.

Add proj/example, proj/cookbook, and proj/myproj to the list of rules that are added to the localization/Rules.mk file regardless of checkout type.

configproj.pl is will be run by configure. It will create the project-specific Rules.mk, make_basic.mk, and target.mk files that used to live in projconf. configsdp.txt has sdp-specific project info and a few other things.
