Do that globalhs tag checking only if make globalhs is explicitly run. Do not do any tag checking otherwise, even though the build could case globalhs stuff to be made.

Do not assume that env var GLOBALHSTAGOVERRIDE is set.

We do not need to make the globalhs libraries explicitly. They are declared as pre-requisites for the apps that use them, and then the apps are pre-requisites for the globalhs target.

Do not rebuild DRMS parameter files, unless the fulll-clean flag is on; add the globalhs library targets to the full build.

The globalhs make target is no longer part of the make build. When doing a full build, must explicitly call make globalhs. Also, added argument to specify full or incremental build.

Do not follow links when changing the group.

Unset the GLOBALHSTAGOVERRIDE env variable when doing the build. Also, set JSOCROOT to /home/jsoc/cvs/Development/JSOC for globalhs.

Fix exception handling on copyprod.py. Add buildprod.py to build in the waystation.
